NDC was founded by Robin A. Noah and Wayne N. Hoar. The company has over 40 years of combined construction experience between the founders and a reputable resume providing exceptional customer service and delivering quality work.

The combination of general contracting and detention equipment experience instills confidence in Owners, Architects, and General Contractors that NDC is managed by well qualified and experienced personnel. NDC prides its reputation based on providing accurate and cost effective solutions for projects. We know that the complexities of constructing a correctional facility can present its challenges, especially when it comes to the well being of the end user and is a matter of public safety. That is why we take no exception when it comes to being a key member of our construction team and we always go above and beyond our scope of work to make sure that all parties are well informed of any inconsistencies.

Robin A. Noah – President

Mr. Noah is a graduate of the University of Florida Rinker School of Building Construction. He is a licensed General Contractor in the State of Florida and is a licensed Detention Equipment Specialty Contractor in the southeast and midwest. Mr. Noah has performed Detention Equipment Contracting work on over 85 state prison, county jail, juvenile justice, and courthouse facilities.

Wayne N. Hoar – CFO

Mr. Hoar is a graduate of the Universy of Auburn School of Building Science. Mr. Hoar was a member of Hoar Construction based out of Birmingham, Alabama for 32 years. During the last 5 years of his tenure, Mr. Hoar was elected to Chairman of the Board. Mr. Hoar stepped down from day to day operations at Hoar Construction in 2001 but still remains an active member of the Board of Directors.
